Want a discounted water bill? We need your help!


The United States Environmental Protection Agency (EPA) mandates we inventory our water system and all lines to better protect children and communities from the risks of lead exposure through water lines. It will be required under the Executive Order 13990 by all localities within the United States and can only be completed with the assistance of everyone served by Smyth County water lines. A service line is the pipe that connects the water main to the plumbing in a home or building. When any part of the pipe is made of lead, it is called a lead service line.

TO GET YOUR DISCOUNTED WATER BILL, YOU MUST COMPLETE STEP 1 OR 2.

We are asking that you please provide us with the following information through one of the options listed below. 

  1. You may fill out the form provided and simply return it with your bill, along with a photograph of your service line.
  2. You may email a picture of the water line entering your residence or business along with your name, address, phone number and type of material (i.e., plastic, copper, galvanized, lead). watersewer@smythcounty.org
  3. You may call our office and schedule a time for someone to come to your residence or business and identify your service line for you.
  4. If you are unable to determine the material of your water line, please call Smyth County Water Department at 276-706-8328. The county will schedule someone to assist in the identification.

We do not anticipate finding lead service lines in the system. However, all municipalities in the United States are required to complete the Lead Service Line inventory. Smyth County Water Department greatly appreciates your assistance in achieving compliance with this worthwhile rule. If you complete step 1 or step 2, we will provide a one-time discount of $24.10 to say thank you for your help in completing this required inventory.

SELF IDENTIFICATION OF LEAD PIPES

Your private water service line in your basement or crawl space could be made of four different materials depending on the age of your plumbing fixtures: lead (1st), copper (2nd), galvanized steel (third) and plastic (bottom).To determine if your private water service line in your basement is made of lead, copper or galvanized steel, use the flat edge of a screwdriver or coin to scratch the pipe.

If your service line is made of lead, the scratched area will appear shiny and silver.

If your service line is made of copper, the scratched area will have the same color as a penny.

If your service line is made of galvanized steel, the scratched area will have a dull gray color with no noticeable scratch on the surface.
